The transfer of the right to manage residential houses shall take three steps:
1. Apartment owners decide to take over a residential home. The property department shall submit the documents necessary for it with the methodological assistance of the Housing and Environment Department of the Riga City Council (hereinafter - Department).
2. The property department shall prepare an order of the Chairman of the Riga City Council regarding the takeover of the house and the Transfer-Takeover Act, as well as organise the signing thereof.
3. The property department and a representative of apartment owners sign the Transfer-Recover Act and apartment owners take over the house's management rights. The property department shall make changes to the Land Register. Not later than within a period of one month from the day of taking over of the residential house, the manager shall transfer to the public or to the authorised person the documents and rights specified in the Law on the Management of Residential Houses, as well as the unused means of managing and managing the house.
The Department shall participate in the realisation of Stage 1 of the residential house takeover process:
1. Accept an application for the transfer of the right to manage the residential house. The application shall specify the contact telephone and/or e-mail address of the company of apartment owners or of the person authorised by the mutual agreement between apartment owners, as well as the necessary documents.
2. After the decision of the community of apartment owners and receipt of the application, within 2 working days, the privatisation commission of the residential houses of Riga municipality and the current manager of the residential house shall be informed regarding the receipt of the application, sending a copy of the minutes of the decision of the community to them.
3. Requests:
3.1. The information of the manager regarding debts of residential apartment owners and tenants, regarding provisions created for the house, performed but not paid repairs performed in accordance with the decision of the community of apartment owners or the prevention of an emergency situation in conformity with the requirements of regulatory enactments, regarding unrented apartments and unrented premises, regarding the requirements brought in court;
3.2. a report from the privatisation commission of residential houses of Riga municipality regarding apartment properties in the residential house, their owners and tenants, a copy of the boundary plans of the land area functionally necessary for the specific residential house at the disposal of the Commission and a copy of the case for the cadastral survey of the building or a technical inventory file of the building.
4. After receiving the referred to information and documents, examine the legality of the submitted decision of apartment owners within 4 working days, ensuring that the decision of the community has been taken by apartment owners, who have been entered in the Land Register for such, or the quorum required has been required and that the required number of apartment owners in the application and the required documents have been voted in favour of the regulatory enactments and submit to the Department of Property an application, the documents attached thereto, and
other required documents.

Process description

  1. Service requests
    The applicant shall appear at the Kancelejā of the Department or in the representation department of the Unprivatised Part and shall submit an application. If necessary, the documents shall be specified, the samples issued or the applicant shall send the application together with the necessary documents to the Department by post or by electronic means.
    The application must be accompanied by copies of the following:
    (a) a decision of the community regarding the transfer of the right to manage the residential house;
    (b) documents concerning the invitation of all apartment owners to the general meeting;
    (c) a copy of the power of the apartment owner (in case the apartment owner is represented by another person);
    (d) an extract from the register of members of the company (in the case of the establishment of a company);
    (e) an agreement between apartment owners regarding the management of a residential house with an authorised person or company of apartment owners.

  2. Receipt of services
    The submitter arrives in the Department's Division of Unprivatised Division and receives an informative letter that the documents have been sent to the Riga City Council's Department of Property or receive an informative letter by post to the address indicated.
