In cases where, until the commencement of works, it has been established that the location or designation of the surface or underground sites in the area does not correspond to the situation represented in the registered topographical plan, an application form regarding the updating of the registered topographical plan and an updated topography plan file must be submitted.
After receiving an application in the Riga municipal services portal www.eriga.lv or to e-mail geo@riga.lv, the submitted information is verified in accordance with 24.04.2012. Cabinet Regulation No. 281, Regulations for the topographic information of high detail and its central database. After the examination, the updated topographical information shall be registered in the local government's high-detailed topographic information database and the updated topographic plan file with the cover letter shall be sent to the customer to the e-mail address indicated in the application. After registering an updated topographic plan in the local government's high-detailed topographic information database, it shall also be sent to the State Land Service for registration in the central State high-detailed topographic information database.

Process description

  1. Service requests
    The following ways to request a service are:

    e-service - In the Riga municipal services portal, under the “Geospatial Information” section of www.eriga.lv/Examination and registration of an updated topographic plan in the database, complete the form of the application and attach an updated topographic plan file in the format of *. dgn or *. dwg files.

    e-mail: complete the application form and attach an updated topographic plan file in the format of *. dgn or *. dwg files to the Annex. A completed application form must be signed with a secure electronic signature and sent to the geo@riga.lv by file.

  2. A service charge
    The service charge shall be calculated in accordance with 18.12.2019. The binding rules of the Riga City Council No 98 on the “binding rules for the circulation of topographic information of high detail”:

    1 submission time: EUR 13,00 *.
    * Value added tax shall not be applied in accordance with Section 3, Paragraph eight of the Value Added Tax Act.

    Within 2 (two) working days after receipt of the customer's application, a prepayment invoice shall be sent to the e-mail address specified in the customer's application * *.
    Within 5 (five) working days after receipt of payment, a check and registration of the submitted information shall be performed in the database.

  3. Receipt of services
    The following ways of receiving the service are:

    e-service - a letter of reply signed with a secure electronic signature and an updated topographic plan file to be examined and downloaded by authorising the Riga municipal services portal www.eriga.lv. The information shall also be sent to the e-mail address specified in the customer's application;
