Get a service

At the request of parents, the placement of a child in the family of a guardian, a foster family or a long-term social care and social rehabilitation institution, if they cannot care for the child due to illness.

Process description

  1. Service requests
    Provide day-to-day care, residence, social rehabilitation for children orphaned and children without parental care, as well as encourage the reunification of a child and family or the acquisition of a new family.
    The aim of care is to create a feeling of protection for the child, to provide the conditions for his or her development and well-being, to support the child's efforts to be independent.
    In order to receive long-term social care and social rehabilitation services in an institution at the request of the parent of the child, the legal representative of the child shall submit documents to the Social Service of Riga in accordance with the procedures for the receipt of social services and social assistance specified in Cabinet Regulation No. 138, Regulations regarding the receipt of social services and social assistance.

    Following the decision of the Riga Orphan's Court, the child orphan and the child left without parental care shall be immediately placed in the Riga municipality's Children and Youth Centre (hereinafter - RPBJC). The Interinstitutional Evaluation Commission shall decide on the relevant DEPARTMENT or contractual organisation for the child orphan and the child left without parental care.

  2. A service charge
    Parents have an obligation to pay for out-of-family care services (Section 30 of the Law on the Protection of the Rights of the Child).
    The amount of payment for each child's parent per month for the service provided to the child shall be the sum of money equal to the minimum amount of maintenance for the child specified by the Cabinet (Cabinet Regulation No. 142, Regulations Regarding Procedures and Amount for Payment of Out-of-Family Care Services).
    Each parent shall be obliged to provide his or her children with the following minimum maintenance requirements each month:
    1. for a child up to the attainment of the age of 7 - in the amount of 25% of the minimum monthly salary specified by the Cabinet;
    2. for a child from reaching the age of 7 to 18 years - in the amount of 30% of the minimum monthly salary specified by the Cabinet. (Cabinet Regulation No. 665 of 27.08.2013, Regulations regarding the minimum monthly salary and the minimum hourly tariff rate).
    The parent of the child shall be released from payment for out-of-family care services of the child in the cases specified in Section 30, Paragraph three of the Law on the Protection of the Rights of the Child.

  3. Receipt of services
    The child receives the service in a long-term social care and social rehabilitation institution.
