If the privatisation of a single apartment or multi-apartment house has been commenced by 30 September 2014 and this house is wholly or partly located on a land parcel registered for the municipality of Riga, then in the Land Register owned by the municipality of Riga and registered in the name of the municipality of Riga, the land on which is wholly or partly located for privatisation. the transferred residential house, shall be transferred to the property without remuneration to the owners of privatised facilities of the residential house, in conformity with the presumed share of the joint property of the privatised facility. The costs regarding the determination of the area of the parcel, the measurement of land and registration in the Land Register shall be covered by the owner of privatised objects in proportion to the alleged part of the joint property of the privatised object.

Process description

  1. Service requests
    A person, his or her legal representative or authorised person may refer to the Riga municipality residential house privatisation commission. Documents can be submitted by post on Pearl Street 10/12, Riga, LV - 1011 and e-mail - dmpk@riga.lv, submitting documents with a secure electronic signature.
    For a natural person and a legal person:
    1. To produce a personal identification document, the authorised person must submit an authorisation document
    copies showing the originals;
    2. A document certifying the payment must be submitted.

  2. A service charge
    In conformity with the Law On Privatisation of State and Local Government Residential Houses, the expenses for determining the plot of land, measuring the parcel of land and registration thereof in the Land Register shall be performed in euro, which shall consist of:
    1. Preparation of a statement of the State History Archives of Latvia;
    2. Preparation of the statements of the Riga State city land commission;
    3. Production of the review plan of the Riga State Province Building Board (the three positions mentioned above regarding the ownership and borders of historic parcels);
    4. Manufacturing of a communication statement and graphical part of the underground engineering networks of the Riga State Province;
    5. The development and coordination of a land-parcel boundary project;
    6. Preparation of a statement of the address of the Riga State city building authority;
    7. Survey of land borders, manufacture and registration of border plans in the State Land Service;
    8. Expenditure for the registration of land ownership rights in the Land Register on the name of the municipality of Riga.

  3. Receipt of services
    A person receives a service in person at the Privatisation Commission of the residential houses of Riga municipality and in e-mail (with a secure electronic signature).
