Get a service

A long-term social care and social rehabilitation institution (hereinafter - social service) shall provide housing, day-to-day social care and social rehabilitation for a person who is unable to take care of himself or her due to his or her age or state of health.

Process description

  1. Service requests
    A person or his or her lawful representative shall request social services in the Social Service, but if the person is in a medical treatment institution, he or she shall refer to the social worker of the medical treatment institution.
    In order to receive social services, the person or his or her legal representative shall present a personal identity
    document and submitted to the Social Service:
    1) a submission in which the problem and the solution which it wants shall be indicated;
    2) a statement issued by a family doctor regarding the state of health of a person, specifying the type (s) of functional disorder and the characteristics (if any) of an acute infection (for example, lung tuberculosis at the active stage, acute infectious disease), which may influence the procedures for the provision of social services. The statement shall, in addition, include recommendations for care and prevention;
    3) the opinion of a psychiatrist regarding the psychological health of a person and the special (psychiatric) contraindications for the receipt of social services, if a person with mental disabilities wishes to receive a social service;
    4) documents regarding income, if the person has to make a payment for social service and the local government does not have access to such information;
    5) other documents, if they are necessary for taking a decision regarding the granting of an appropriate social service.
    Customers may choose to receive a service in a long-term social care and social rehabilitation institution in any long-term social care and social rehabilitation institution in Latvia, which is registered in the register of social service providers.

  2. A service charge
    Payment for social service and conditions thereof:
    1. If the client chooses to receive a social service in the institution of the municipality of Riga State or in accordance with the procurement of the municipality of Riga, the customer pays 85% of the amount of his or her pension and pension allowance or state social security allowance and/or other income as specified in the Law on Social Services and Social Assistance and Cabinet regulations, as well as from the income specified in Paragraph 125 of the binding rules, including from the State allowance for the reimbursement of transport costs to a disabled person who is affected by mobility. In the case where the customer's payment for the services of the adult care institution does not cover the full price of the adult care institution, the municipality of Riga State shall pay the difference between the price of the adult care institution service and the payment made by the customer for the services of the adult care institution.
    2. If the client chooses to receive the services of the adult care institution with the State information system “Register of social services providers” registered with the provider of the adult care institution, with which the local government has entered into a co-financing agreement regarding the payment of the referred to service, the client shall pay 85% of his or her pension premium or State social security allowance for the social service and/or other income in conformity with the amount specified in the Social Services and Social Assistance Law and Cabinet Regulations, as well as the income specified in Paragraph 125 of the binding regulations, including the State allowance for compensating transport expenses for the disabled person who has difficulty moving. If the customer is unable to pay the full price of the social service, the municipality of Riga State pays the difference between the price of the social service and the payment made by the customer for the social service, but not more than EUR 400 per month or the institution of the family-type social service provider – not more than EUR 640 per month. If the payment of the aforementioned customer and the municipality of Riga State for the social service does not cover the full price of the social service, the difference between the full price of the social service and the payment made by the customer and local government for the social service may be performed by the customer's provider, other natural or legal persons. If the payment of the customer, local government, customer's sponsor, other natural or legal person for the social service does not cover the full price of the social service, the client has the right to choose to receive the social service in the local government of Riga or in accordance with the procurement of the municipality of Riga in the provided social service institution.

  3. Receipt of services
    If a person is registered in a line for receiving a social service, the Social Service shall:
    1) issue a referral to the institution of the social service provider to the person in accordance with the order of the line;
    2) retain a place in a row for a person for the receipt of a social service if the person postpones the receipt of a social service or is not reachable in the place of residence. In such cases, the social service shall be offered to the person on the next line;
    3) if a person who has been queued for the receipt of a social service has three times deferred the receipt of a social service, take a decision regarding the refusal of a social service and the exclusion of a person from the line;
    A person receives a service in a long-term social care and social rehabilitation institution in which:
    1. Provide a customer with a residential area, taking into account the age, functional condition and the psychological compatibility of customers.
    2. Provide day-to-day social care services (care, monitoring).
    3. Provide catering for the age and health of customers at least three times a day.
    4. Provide a customer with suitable sex and seasonal footwear, clothing, bedding and bed linen, and with towels and personal hygiene accessories.
    5. Provide social work specialist services (assessment of customer needs, drawing up social care and/or social rehabilitation plans for clients, assisting in municipal matters, visits to medical facilities, counselling, etc.).
    6. Provide training and specialist advice according to the individual's individual social rehabilitation plan (e.g. cognitive capacity, maintenance/development of household and self-care skills, music, arts, movement therapy, medicated physical culture, etc. in the management of training specialists; e.g. counselling of ergotherapist, physiotherapist, psychologist, etc.).
    7. Provide for promotion measures (walks, tours, outings, twinning, cultural, etc., both inside and outside the institution).
    8. Maintain contacts and provide customer access with the customer's nationals or survivors.
    9. Ensure the registration of a client with a family doctor, family doctor and other State-paid healthcare professional consultations, as well as the execution of a treatment plan appointed by a family doctor and other state-paid specialists.
