The lease of land owned, accepted or held by the Riga City Municipality on the basis of the Law shall take place on the basis of a relevant decision of the Riga City Council or a decision of the Real Estate Lease Commission of the Riga City Council, by organising an auction of rental rights or without an auction.

Noma Rights Auction by-Law, the advertisement shall specify the procedures for the auction and the deadlines for the submission of documents.
A land lease agreement is concluded with the winner of the auction.

Process description

  1. Service requests
    A person may submit an application (in a free form or according to the proposed sample) in person, by post or application, which has been prepared in conformity with the requirements of regulatory enactments regarding the design of electronic documents, certified by a secure electronic signature, to e-mail.

    Receipt of services documents required:
    - natural persons must submit an application specifying the given name, surname, address, address of the parcel to be requested, cadastre number or designation (if known) and the purpose of the rental

    Tenderers for auction shall submit their application in accordance with the auction by-law.
