Service requests
The Riga City Neighborhood Population Centre shall prepare and issue statements from the Register of Natural Persons if the place of residence of the person at the time of the issuance of the information or the last declared or registered place of residence of the deceased person is in the administrative territory of the municipality of Riga, regarding: the person's current declared or registered place of residence (address) in the administrative territory of Riga State city city city; the last person of the deceased the declared or registered place of residence in the administrative territory of the State of Riga.
Service requests documents required:
1. Identity document of the applicant (passport or identity card - eID card) - to be produced
original;
2. a personal identification document and a mandate for an authorised person must be presented in the original;
3. The legal representative of a natural person shall present a personal identification document and representation
a supporting document - the original must be produced;
4. The representative of the legal person shall present the registration and representation rights of the legal person - to be presented
original;
5. application - the original must be submitted;
6. a document certifying payment of the State fee - the original must be submitted;
7. when requesting information regarding another person, the justification for the need for the receipt of the information and the supporting document thereof or a copy thereof shall indicate the purpose of the use of the information, if the law does not prescribe any other procedure - the original must be presented.
When requesting the service in person, the applicant shall present a personal identification document and submit a written request for a statement. When requesting information concerning another person, the grounds for receipt of the information shall be provided in addition and a document certifying it shall be attached. The submission shall be accompanied by a document regarding the payment of the State fee or regarding the relief of payment of the State fee or the exemption from payment of the State fee.
The service may be requested electronically by submitting a completed form of application (see documents and forms section) or by sending a free form application:
a) to an account or mailbox (e-address) created by the State Administration Services portal www.latvija.lv: https://www.latvija.lv/lv/Eaddress/write?address=RDAPCD@90011524360;
(b) in e-mail: aicd@riga.lv, by submitting an application signed with a secure electronic signature.
The request must be accompanied by a document regarding the payment of the State fee or the relief of payment of the State fee or the exemption from payment of the State fee.

Prior to receipt of information from the Register of Natural Persons, a person shall make a payment of the State fee in the budget of the local government.

Purpose of payment: State fee for receipt of information from the Register of Natural Persons (specify the given name, surname of the person)
You can pay the service in person with Master Card, ALL, ALL Electron, Maestro billing cards.
It is impossible to settle in cash and with American Express credit cards.
Payment of the State fee:
• EUR 2.50 for receipt of a statement of residence address, if the person requests the actual information regarding his or her declared, registered or indicated place of residence of his or her child under 18 years of age or regarding the declared, registered or designated place of residence of the person under guardianship or guardianship.
• receipt of information about a third party (per person), if it is prepared on the basis of the criteria specified by the requester:
- EUR 12,50 within five working days;
- EUR 35,00 within two hours;
- within three working days, if it has been prepared on the basis of the criteria specified by the applicant and signed with a secure electronic signature of EUR 10,00.
The document certifying payment of the State fee shall be submitted together with the submission.
The amount of the State fee shall be reduced by 50% if a statement is requested:
• the politically repressed person,
• a member of the national resistance movement,
• a person who has three children or more under 18 years of age (including children under guardianship or in a foster family) or children under 24 years of age who acquire general, professional or higher education;
• a guardian or trustee for a person under guardianship or guardianship.
The following persons shall be exempt from payment of the State fee:
• a person with disabilities,
• Member of the accident of the Chernobyl nuclear power plant,
• a person who has reached the age specified for the granting of an old-age pension in the Republic of Latvia,
• a person who has been granted an old-age pension in the Republic of Latvia,
• a member of a poor family or a poor person living separately.
In order to receive these relief from the State fee, it is necessary to present a document certifying the status or facts concerned (where such a document is not at the disposal of the institution).Receipt of services
In person, a statement may be obtained after the presentation of the necessary documents and payment of the State fee.
You can obtain a certified statement signed with a secure electronic signature to an e-mail address or e-mail address specified. A paper-based statement may be received by the applicant in the declared place of residence by post.
