The service shall be required if the child remains without the custody of the parents, is in extra-family care, as well as the child reaching the age, who was in extra-family care until the age. The possibility of obtaining a term-limited certificate with the right to use fares in public transport throughout the territory of Latvia.

Process description

  1. Service requests
    The person must produce a personal identification document.
    Required documents:
    If a certificate is requested for a minor:
    1) the application of the legal representative of the child with the relevant request;
    2) photograph of the child (3 x 4 cm);
    3) the previously issued certificate (if it has been issued).
    If a person who has reached legal age requests a certificate:
    1) photograph (3 x 4 cm);
    2) the previously issued certificate (if it has been issued);
    3) a statement of an educational institution which certifies that a person learns and, in accordance with the procedures specified in the regulatory enactments regulating the field of education, successfully undertakes the relevant educational programme in such institution.

    The Orphan's Court shall, within ten working days after the taking of a decision regarding the out-of-family care of a child, submit to the State Child Rights Protection Inspectorate or send it by post:
    1. a request for the production of a certificate;
    2. a photograph of the child (3 x 4 cm);
    3. certify a copy or true copy of the decision of the Orphan's Court regarding the out-of-family care of the child;
    4. if a child who has reached the legal age of a certificate is requested, a statement of the educational institution shall be submitted in addition, which shall certify that the referred to child learns and, in accordance with the procedures specified in the regulatory enactments regulating the field of education, successfully acquire the relevant educational programme in that institution.

  2. Receipt of services
    The Inspectorate shall, within five working days, ensure the manufacturing of the certificate and issue it to the Orphan's Court.
    A person shall be issued a certificate in the presence of the Orphan's Court against the signature.
    For the first time a certificate shall be issued and the term of validity thereof (not longer than three years) shall be determined by the Orphan's Court, which has taken a decision regarding the out-of-family care of the child.
    A re-issue of a certificate and the term of validity thereof (not longer than three years) shall be determined by the Orphan's Court in conformity with the location of the non-family care service provider or the location of the educational institution in which the child who has reached age is studying.
    The certificate may be obtained in the presence of the Orphan's Court of Riga, as well as the certificate may be sent to the person by post.
