Get a service

A lien on immovable property belonging to the local government shall be established by submitting to the person both an application regarding the establishment thereof and by submitting the supporting documents for the necessity of establishing the burden.

Process description

  1. Service requests
    A person may submit an application in person, by post or application, which has been prepared in conformity with the requirements of regulatory enactments regarding the drawing up of electronic documents, certified with a secure electronic signature, may
    send to e-mail.

    On-site, the service is provided unless the parties have agreed to be accepted remotely (using one of the available online communication tools (Skype, Microsoft Teams, etc.)).
    In cases where you need to limit or stop visitor recruitment, visitors are accepted remotely (using one of the available online communication tools (Skype, Microsoft Teams, etc.)).

    In exceptional cases, where the issue cannot be resolved remotely, allowing the acceptance of visitors
    on-site, the service can be provided on-site at the Customer Service Centre of the Department of Ownership on the Knights Street 10, Riga, only after a previous entry by phone number +37167026138 or +37167026151, or by specialists, assessing the urgency of providing it in person on a case-by-case basis.

    Receipt of services documents required:
    1) the submission of a person;
    2) documents certifying the necessity of establishing burdens;
    3) a situation plan with the placement and area of the burden.

  2. A service charge
    A person for whom an immovable property belonging to or in the possession thereof is burdened for the benefit of an immovable property belonging to a local government with rights of affairs or a limitation has been established in connection with the construction of an energy supply facility, an eletronic communications network or a water facility, shall bear the costs related to:
    1) the commissioning of a plan for the encircling of the land unit owned by the local government, in certain cases - also a plan for the situation of the land unit;
    2) registration of the encumbrance in the State Cadastre Information System of the State Land Service (Regulations No 787 of the Cabinet No. 22.12.2015. Price List and Payment Order of State Land Service Fee Services);
    3) in the case of non-compliance, preparation of a request for the registration of a request for corroboration in the Land Register with a sworn notary (Cabinet Regulation No. 03.09.2013, Regulations No. 737, Regulations Regarding Rewards and Procedures for the Determination of Sworn Notars);
    4) in the cases specified in regulatory enactments - registration of a lien in the Land Ledger (Land Register Law);
    5) in cases of the establishment of restrictions, a lump sum remuneration shall be determined in connection with the construction of an energy apgade object, an electronic communications network or a water management facility (Regulation No 603 of the Cabinet No. 25.07.2006, Procedures for the Calculation and Payment of Compensation for Limiting the Rights of Use of Land Property Required for the Installation or Reconstruction of an Energy Supply Object); 16.00000000000000. 5.2017. Regulations No. 261 “Procedures for the Departion for the Limiting of the Rights of Use of Land Property Required for the Construction and Construction of an Electronic Communications Network”; Regulation No 479 of the Cabinet No. 16.08.2017.   3. Receipt of services
    A person may receive a service execution document in person or by mail.

    In cases where it is necessary to limit or stop the reception of visitors on site, visitors
    are accepted remotely (using one of the available online communications tools (Skype, Microsoft Teams, etc.).

    In exceptional cases, where the issue cannot be resolved remotely, by allowing the arrival of visitors on site, the service may be provided on site at the Department of Personality's Customer Service Centre on Knights Street 10, Riga, only after a previous entry by phone number +37167026138 or +37167026151, or by specialists, assessing the urgency of providing it in each situation on an individual basis.
