Declaration of a place of residence

Process description

1. Service requests
   A person, his or her legal representative or an authorised person may turn to the city city city city city city city city city city of Riga in order to declare his or her place of residence in Riga. When submitting a new declaration of residence, a person may also indicate at the same time one additional address in Latvia or in a foreign state, indicating the period during which the additional address is to be reached.
   Receipt of services documents required:
   1) the declaration of residence and the information regarding the processing of personal data when declaring the place of residence of the person (see forms) - must submit the original;
   2) personal passport or personal identity card - the original must be presented;
   3) birth certificate, if the place of residence of the minor child is declared and other documents attesting the right of the legal representative of the declarant of the place of residence to act on behalf of the person concerned (court decision, etc.) - the original must be presented;
   4) an authorised person - a notarially certified authority;
   5) foreigners and stateless persons - Latvia valid personal identification document and residence permit or registration certificate - the original presentation;
   6) a document attesting the payment of the State fee;
   7) in order to receive relief from payment of the State fee, a document certifying the status or fact must be produced (if such document is not at the disposal of the institution);
   8) if the service is requested for receipt at the person's place of residence, the person or person's representative shall submit the application or service by telephone;
   9) if the service is provided in a person's place of residence, the person must present a personal identification document, a document certifying the payment of the State fee or a payment allowance in accordance with the procedures specified in regulatory enactments, a document certifying the person's disability (presenting persons with this status), a document issued by the medical treatment institution regarding impaired mobility (presenting persons up to the age of 74 years)).

   The declaration of residence may be submitted electronically (free) via the State Administration Services portal https://latvija.gov.lv/, e-service “Declaration or designation of residence”. The authority responsible for this e-service shall be the Office of Citizenship and Migration Affairs.

2. A service charge
   The State fee for the declaration of residence in accordance with Regulation No 720 of the Cabinet of Ministers of the Republic of Latvia, Regulations regarding the amount of the State fee, the procedures for payment and the reliefs regarding the registration of the declared place of residence, shall be EUR 4,27. The State fee shall be paid prior to the submission of the declaration of residence form. You can pay the national fee in person with Master Card, ALL, ALL Electron, Maestro billing cards. It is impossible to settle in cash and with American Express credit cards.
   The payment of the State fee may also be credited to the settlement account of the municipality of Riga.

   The State fee shall not be paid:
   - politically repressed persons;
   - registering the first declared place of residence of children;
   - disabled people;
   - members of the disaster of the Chernobyl nuclear power plant;
   - pensioners whose pension does not exceed the national minimum wage;
   - persons who have been recognised as poor in accordance with the procedures specified by the Cabinet;
   - persons declaring their place of residence electronically using a special online form;
   - registering the place of residence of children who have been placed in a long-term social care and social rehabilitation institution, a foster family or placed in custody;
   - persons declaring their place of residence for long-term social care and social rehabilitation

3. Receipt of services
   The service shall be received on site following an examination of the documents submitted and the updating of the information regarding the declared place of residence of the person in the Register of Natural Persons Upon the request of a person, his or her legal representative or authorised person, a statement regarding the fact of declaring his or her place of residence may be received in the city city of Riga.
