Persons with visual, movement and mental impairment may receive an assistant to perform activities outside the dwelling which, due to their disability, cannot perform independently - to the place where they are studying, working, receiving services. If a disabled child grows in a family, a number of forms of support directly related to parental employment are envisaged until the age of 18.

Process description

  1. Service requests
    A day-care centre for persons with dementia (hereinafter - social service) provides social care and social rehabilitation of persons during the day, succession of rehabilitation processes, development of social skills, education and leisure facilities, participation of clients and their relatives in addressing specific social problems, provision of psychosocial assistance to clients' relatives, and self-help groups, organizes social resource systems to attract the individual, social group
    and addressing societal social challenges.
    A social service person or his or her lawful representative shall request the social service.
    In order to receive a social service, a person or his or her legal representative shall present a personal identification document and submit to the Social Service:
    1. an application specifying the problem and its preferred solution;
    2. a statement issued by a family doctor regarding the state of health of the person indicating the diagnosis - dementia and
    signs of acute infection (e.g. active stage lung tuberculosis, acute infectious diseases) (if
    these are) which may affect the procedures for the provision of social services. The statement shall, in addition, include recommendations for care and prevention;
    3. an opinion of a psychiatrist regarding the absence of special (psychological) contraindications and the most appropriate type of social service for a person with mental disabilities, if a person with mental disabilities wishes to receive a social service;
    4. other documents, if they are necessary for taking a decision on the granting of an appropriate social service.

  2. Receipt of services
    After taking the decision of the Riga Social Service regarding the granting of social service, the person receives the social service in person at the day care centre.
    The obligation of a person to visit the selected social service provider institution one to five days before the granting of a social service in order to verify his or her ability to adapt to the environment of a day care centre (for these days, the person shall pay the social service provider the catering expenses).
