Persons with visual, movement and mental impairment may receive an assistant to perform activities outside the dwelling which, due to their disability, cannot perform independently - to the place where they are studying, working, receiving services. If a disabled child grows in a family, a number of forms of support directly related to parental employment are envisaged until the age of 18.

Process description

  1. Service requests
    Day Care Centre provides care, assisting for a child with mobility and/or developmental restrictions for age, health and functional conditions
    self-care and other day-to-day activities, as well as knowing leisure. In accordance with the interests and needs, consultations, creative and interest lessons, physical activities of various specialists - social worker, psychologist, rehabilitologist, special educator, physiotherapist - shall be organised.
    A person or his or her lawful representative requests social services in Riga Social Service.
    In order to receive social services, a person or his or her legal representative shall present a personal identification document and submit to the Social Service of Riga:
    1) a submission in which the problem and the solution which it wants shall be indicated;
    2) a statement issued by a family doctor regarding the state of health of a person, specifying the type (s) of functional disorder and the characteristics (if any) of an acute infection (for example, lung tuberculosis at the active stage, acute infectious disease), which may influence the procedures for the provision of social services. The statement shall, in addition, include recommendations for care and prevention;
    3) an opinion of a psychiatrist regarding the absence of special (psychological) contraindications and the most appropriate social indications

    a person with mental impairment;
    4) documents regarding income, if the person has to make a payment for social service and the local government

    assignment.

  2. Receipt of services
    Within 22 working days after receipt of the documents from the person or his or her legal representative, the following appropriate activities shall be performed:
    1) evaluate the social situation of a person, if necessary, visit a person in the place of residence or location and agree on a social problem, the resolution of which requires support;
    2) evaluate the need to develop an individual social care or social rehabilitation plan;
    3) assess the solvency of the person and his or her family members, as well as the solvency of the sponsor (if the obligation to pay for the service is also the provider);
    4) take a decision regarding the granting of social service, regarding the taking of a person in line for the receipt of a social service or regarding the refusal to grant social service or to take a social service in line and shall inform the person in writing of the decision taken;
    5) inform the requester of the social service regarding the decision taken.
    A child receives a day-care centre service for children with functional constraints in a day-care centre in which social care and social rehabilitation services, development of social skills, education and leisure services are provided.
