Coordination of a public holiday, memorial, entertainment, sports or recreational event, regardless of ownership, is planned and organised by a natural or legal person.

Process description

  1. Information
    The receipt of the service must submit an application regarding the organisation of a public event not later than 15 days before the commencement of the planned public event. When submitting an application, the organiser of the measure shall present a personal identification document, but legal persons
    representative, including documents attesting to his right to represent the legal person concerned.
    The application shall be accompanied by:
    1) a detailed scenario of the measure;
    2) the scheme of the location of the event (including the placement of stage, tents, etc.);
    3) the safety plan of the measure (if the measure complies with the definition of an increased risk measure);
    4) if the measure is an increased risk measure - a statement from the organiser that the person responsible for public order and security has at least 2 years of experience in planning or implementing physical security measures;
    5) the time of construction and construction of the equipment of the territory;
    6) a statement regarding the co-ordination of the location of the measure following the progress of the measure;
    7) copies of contracts entered into by the organiser of the measure with the order-makers, persons responsible for the technical security of the public event, as well as public order and security, presenting the originals;
    8) the written agreement of the owner (possessor or manager) of the location of the event for the organisation thereof, if he or she is not the organiser of the measure;
    9) if necessary, a statement regarding the provision of emergency medical assistance to visitors and participants of a public event;
    10) if necessary, a statement regarding the installation of public toilets at the place and time of the public event.

  2. Service requests
    A permit for the performance of street trade or the organisation of street trade during a public event shall be received in accordance with the procedures specified in the binding regulations of the Riga City Council regarding the procedures for harmonising and organising street trade.
    During the event, objects to be placed at the site of the event - stage, tents, etc. objects, as well as advertising shall be co-ordinated in the City Development Department of Riga City Council.
    A reproduction or public performance licence shall be received for the playing of music during a public event in accordance with the procedures specified in the Copyright Law.
    If dangerous equipment will be located or used at the location of the public event, the organiser of the measure shall attach to the submission copies of the permits necessary for the possessor of dangerous equipment intended for use in regulatory enactments and other documents necessary for the operation of such equipment (certificate of operation safety), presenting the originals.
    If an open fire, pyrotechnic articles or the conduct of a measure is intended on water will be located or used at the location of the public event, a co-ordination with the Riga Region Board of the State Fire-fighting and Rescue Service.
    If a public event is planned with the participation of animals or a free catering of participants and visitors (tasting) will be organised at the time, a co-ordination with the Food and Veterinary Service.
    If the event is scheduled to take place in the green zone, Riga
    co-ordination with Riga City Council Housing and Environment Department or “Riga Forests”.
    If the event is intended on the roads (any area constructed for traffic consisting of a part of the vehicle, sidewalk, outskirts, breaking lanes, islets), tunnels, pedestrian underground passes, squares, or during the course of the event a restriction or closure of traffic is necessary, a co-ordination with the Transport Department of the Riga City Council.
    If a public event is planned in Duma Square or in close proximity to Doma Church, a co-ordination with the SIA “Riga City Board”.
    If a public event is intended in the territory or protection zone of the Freedom Monument or the Riga Brothers Cemetery, a co-ordination with the Freedom Monument and the Riga Brothers Council and the Riga Municipal Agency “Riga Monument Agency”.
    When organising competitions in motor sport, motor sport or water motor sport, a copy of the competition by-law, the licence of the route issued by the sports federation and the licence of the main judge shall be submitted.
    If a decision regarding the issuance of a permit for the organisation of a public measure is taken, the organizer of the measure shall insure his or her civil liability. The local government shall issue a permit for the organisation of a public measure after the organiser of this measure has submitted a document certifying the facts of his or her civil insurance, copies of the policy, presenting the originals. If the sole organiser of a public measure is a State or local government authority, it shall be entitled not to enter into a civil insurance contract.
    Documents certifying compulsory civil insurance shall be an insurance contract and a policy. The total liability limit specified in the insurance contract and the liability limit for one insurance case must comply with Cabinet Regulation No. 298, Regulations regarding mandatory insurance of civil liability of the public event organizer, Paragraphs 7 and 8.
    Documents shall be submitted to the city city city city city city city city of Riga.
