Persons with visual, movement and mental impairment may receive an assistant to perform activities outside the dwelling which, due to their disability, cannot perform independently - to the place where they are studying, working, receiving services. If a disabled child grows in a family, a number of forms of support directly related to parental employment are envisaged until the age of 18.

Process description

  1. Service requests
    Wheelchair hoists for disabled persons shall be provided for use in order to promote the integration, independence and functioning of persons travelling in wheelchair.
    In order for the hoist to be granted in use, a person or his or her lawful representative shall submit a written submission to the Social Service of Riga with a request to grant a lift for use, present a personal identification document, as well as, if necessary, a mandate.
    A person shall attach the following documents to the application:
    1) a copy of the disabled person's certificate (presenting the original);
    2) an extract from the medical card of an outpatient/hospital patient (form No 027/u) or a statement from the treating physician that the person is moving in a wheelchair;
    3) a copy of the document certifying the rental contract or property rights (presenting the original);
    4) written consent of the homeowner or manager for the installation of the hoist, if the person is not the owner of the dwelling.

  2. A service charge
    The municipal financing related to the purchase and installation of the hoist is up to EUR 10 000 (including value added tax) according to the funds provided for in the local government budget. If the costs of purchasing and installing a hoist exceed the amount specified by the rules, the person may make a co-payment.

  3. Receipt of services
    Installation or delivery of disabled wheelchair hoists at the person's place of residence.
    When a person arrives at a line for the installation of a disabled wheelchair hoist, it shall be installed in the stairway of the residential house where the person who moves in the wheelchair is resident, if technically it is not possible for the person to be assigned a mobile hoist. After the signature of the acceptance and transfer act, the hoist shall be assigned for use in accordance with a contract concluded by the person and the local government authority. The person or the person assisting him or her shall be trained in the use of the hoist.
