Description:

After receipt of all the documents, the Riga Social Service takes a decision regarding the recognition of a person as entitled to receive in use a hoist and regarding the registration of a person in the register for the granting of hoists or a decision regarding the refusal to grant the person the right to receive the use of hoists. The person shall be informed of the decision taken. The decision-making process shall examine the person's housing, assess the technical feasibility of installing the hoist and the planned costs of setting up the hoist. If the hoist cannot be installed due to the planning or size of the accommodation ladder, as well as if the cost of the hoist exceeds the specified amount, the person shall keep the position in the queue (register) until the possibility of installing the hoist is shown.

Description:

The right to receive a hoist in use is in the administrative territory of the municipality of Riga, a declared person with Group I and Group II disabilities, as well as a disabled child with reduced mobility, if the person moves in a wheelchair, does not receive long-term social care and social rehabilitation services or is not in a prison.

Persons with visual, movement and mental impairment may receive an assistant to perform activities outside the dwelling which, due to their disability, cannot perform independently - to the place where they are studying, working, receiving services. If a disabled child grows in a family, a number of forms of support directly related to parental employment are envisaged until the age of 18.

Service requests
Wheelchair hoists for disabled persons shall be provided for use in order to promote the integration, independence and functioning of persons travelling in wheelchair.
In order for the hoist to be granted in use, a person or his or her lawful representative shall submit a written submission to the Social Service of Riga with a request to grant a lift for use, present a personal identification document, as well as, if necessary, a mandate.
A person shall attach the following documents to the application:
1) a copy of the disabled person's certificate (presenting the original);
2) an extract from the medical card of an outpatient/hospital patient (form No 027/u) or a statement from the treating physician that the person is moving in a wheelchair;
3) a copy of the document certifying the rental contract or property rights (presenting the original);
4) written consent of the homeowner or manager for the installation of the hoist, if the person is not the owner of the dwelling.

A service charge
The municipal financing related to the purchase and installation of the hoist is up to EUR 10 000 (including value added tax) according to the funds provided for in the local government budget. If the costs of purchasing and installing a hoist exceed the amount specified by the rules, the person may make a co-payment.
Receipt of services
Installation or delivery of disabled wheelchair hoists at the person's place of residence.
When a person arrives at a line for the installation of a disabled wheelchair hoist, it shall be installed in the stairway of the residential house where the person who moves in the wheelchair is resident, if technically it is not possible for the person to be assigned a mobile hoist. After the signature of the acceptance and transfer act, the hoist shall be assigned for use in accordance with a contract concluded by the person and the local government authority. The person or the person assisting him or her shall be trained in the use of the hoist.
