Description:

- the Riga City Council shall take a decision regarding the alienation of immovable property (except a built-up parcel, an intermediate parcel of land or such immovable property, the cadastral value of which is lower than EUR 5000) or a reasoned refusal to reject a proposal for alienation within six months from the date of receipt of the proposal for alienation. - if a proposal for alienation has been received regarding an intermediate parcel of land entered in the Land Register or such immovable property entered in the Land Register, the cadastral value of which is less than EUR 5000, the decision regarding the alienation or a reasoned refusal regarding the rejection of the proposal for alienation shall be taken by the Riga City Council within two months from the date of receipt of the proposal for alienation. - if a proposal for alienation has been received regarding an intermediate parcel of land which has not been entered in the Land Register or an immovable property not entered in the Land Register, the cadastral value of which is less than EUR 5000, a decision regarding alienation or a reasoned refusal regarding the rejection of the proposal for alienation shall be taken by the Riga City Council within two months from the day when the land intercourse or immovable property has been entered in the Land in the register. - if the proposal for alienation has been submitted by the owner of a building entered in the Land Register or by all co-owners, if they wish to purchase a land parcel on which the building is located, or by the joint owner of a building entered in the Land Register, if he or she wishes to purchase the alleged part of the land on which the building is located, a decision regarding the alienation of the relevant plot or a reasoned refusal of the land. the Riga City Council shall accept the rejection of the proposal within two months from the date of receipt of the proposal for alienation. - if a proposal for alienation has been received in relation to a built-up parcel which has not been entered in the Land Register, the Riga City Council shall take a decision regarding the alienation of the built-up parcel or a reasoned refusal regarding the rejection of the proposal for alienation within two months from the date on which the built-up parcel has been entered in the Land Register.

The alienation of real estate of Riga State-city municipality may be proposed: - the land owner or all co-owners, if they wish to purchase a building (building) entered in the Land Register, which is located on land owned; - the owner of the land or all the co-owners if they wish to buy an intermediate parcel of land that is attached to their land; - joint owner of land, if he or she wishes to purchase a building (building) entered in the Land Register, which is located on the land of joint ownership; - the joint owner of the land, if he or she wishes to purchase buildings (buildings) entered in the Land Register which are located on the land of the joint ownership, in proportion to his or her share of the land; - the owner of a building (construction) entered in the Land Register or all co-owners, if they wish to purchase a land parcel on which the building (construction) is located; - the owner of a building (construction) entered in the Land Register or all co-owners, if they wish to purchase a land parcel on which the building (construction) is located, and an intermediate parcel of land adjacent to such land; - a joint owner of the building (construction) entered in the Land Register, if he or she wishes to purchase the intended part of the land on which the building (construction) is located, in proportion to his or her part of the building (construction); - co-owner if he wishes to terminate his joint-ownership relationship with the local government; - a person to whom the right to use land has been terminated in accordance with the procedures specified in the Law on Completion of the Privatisation of State and Local Government Property and with whom the local government has entered into a land lease agreement, if such person wishes to purchase land which has been in use and for which a land lease contract has been entered into; - the owner of a building (construction) entered in the Land Register or all co-owners, if they wish to purchase real estate belonging to the local government, which consists of a land parcel and a non-residential building (building), and the building (construction) belonging to them on such land is also located on the parcel, but the distribution of land is not allowed in conformity with the provisions of the regulatory enactments regarding general territory planning, building and building.

Following receipt of a proposal for the alienation of a person's immovable property or at the initiative of the local government, the Riga City Council Property Department shall perform activities for the evaluation of the alienation. If real estate is not necessary for the performance of local government functions, the Riga City Council Property Department is directing the issue of the transfer of real estate to the Riga City Council. Disposal takes place by selling real estate at auction or at a free price.

Persons who, in accordance with Section 4, Paragraph four of the Law on the alienation of the property of a public person, have the right to propose the alienation of immovable property belonging to the local government, shall submit a proposal for alienation (in a free form or, using the proposed sample) to the Bureau of Property of the Riga City Council.
An application may be submitted in person, sent by mail or using an e-address, sent with a secure electronic signature to an e-mail address.
