The Law determines the procedures for the alienation of the property of a public person. The property of a public person who has been transferred to the possession or possession of an institution or capital company shall also be alienated in accordance with the procedures specified by law. The Law shall not apply to:
1) the alienation of property rights owned by a public person (securities, capital shares in capital companies, etc.), the procedures for the alienation of which are determined by other laws;
2) State and local government property which is privatised in conformity with the laws On Privatisation of State and Local Government Property Objects, On Privatisation of State and Local Government Residential Houses and Land Reform Laws.

Process description

  1. Service requests
    Following the initiative of the local government or a proposal for the alienation of a person's real estate, the privatisation commission of Riga municipal residential houses raises the issue of the transfer of real estate to the Riga City Council. Disposal takes place by selling real estate at auction or at a free price.
    The person, his or her legal representative or the authorised person shall turn to the Riga municipality residential house privatisation commission. The service may be requested by submitting documents electronically, signed with a secure electronic signature, or by sending them by mail.
    Documents to be attached to the service:
    An application for an auction or the exercise of pre-emption rights and the documents attached thereto.
    For a natural person:
    - a proof of payment document;
    - a notarially approved authorisation document (copy) for an authorised person.
    For a legal person:
    - a proof of payment document;
    - a true copy of the existing articles of association/extract of the scope of competence of the legal person or partnership (officials, partnerships - members);
    - a decision of a legal person or a partnership regarding the purchase of immovable property to be disposed of;
    - a statement of the national register authority regarding the legal person or the partnership concerned (a statement shall be valid if it has been issued not earlier than six weeks from the date of the auction);
    - a statement from the State Revenue Service that taxes and duties provided for by law have been paid, if the regulations provide for the purchase of the payment of immovable property;
    - a document certifying authorisation where the auction will be represented by a person whose rights of representation do not arise from the articles of association.

  2. Receipt of services
    Service receivable on-site. The person arrives at the Privatisation Commission of the residential houses of Riga municipality and receives the service execution document.
