Get a service

The given name or surname (given name and surname) may be changed by a person who is a citizen of Latvia, a non-citizen or who has been granted stateless status in the Republic of Latvia if he or she has reached the age of 15 and if one of the following reasons exists:

1) the given name or surname makes it difficult for a person to participate in society;

2) a person wishes to add a second name to the name entered in the birth register. The name first entered in the register shall be considered as the basic word;

3) a person wishes to acquire or add the surname of a spouse to his or her surname;

4) a person wishes to acquire his or her family surname in the direct ascending line;

5) a person wishes to recover his or her mother or maiden surname;

6) the person has changed sex;

7) one of the parents of a minor person or both parents has been convicted for committing an intentional, serious or particularly serious crime;
8) a person wishes to acquire the surname of his or her mother or father.

The application for changing the given name or surname (given name and surname) shall be accepted by the family list department and shall be forwarded to the Department of Justice Department for taking a decision.

Process description

  1. Service requests
    A person may turn to face-to-face following a prior registration in any section of the correspondence in order to submit an application for the change of given name, surname (given name and surname).
    Receipt of services documents required:
    1) a submission in which the reason for changing the given name or surname (given name and surname) is indicated;
    2) a personal identification document;
    3) written consent of the parents of a minor to change the given name or surname (given name and surname) or, if the minor person is in custody, the written consent of the guardian and the decision of the Orphan's Court regarding the conformity of the name or surname (given name and surname) with the interests of the minor person;
    4) a decision of the Orphan's Court regarding the conformity of the name or surname (given name and surname) with the interests of a minor in custody;
    5) a document certifying payment of the State fee.

  2. A service charge
    In accordance with Section 9, Paragraph one of the Law on changing the name, surname and nationality record, the State fee for changing the name, surname or nationality record shall be EUR 71.
    The State fee shall be paid before the service is received.
    The change of the given name, surname shall be released from the State fee if one of the parents of the minor person or both of the parents has been convicted of committing an intentional, serious or particularly serious crime.
    You can pay the national fee in person with Master Card, ALL, ALL Electron, Maestro billing cards. It is impossible to make a payment in cash and with American Express credit cards.
    The payment of the State fee may be credited to the settlement account of the municipality of Riga.

  3. Receipt of services
    The Department of Justice Dzimtsaraksts shall send a decision regarding the change of the name, surname (given name and surname) entry by post to the person.
