The facade shall be painted and restored in accordance with a harmonised colour passport in the City Development Department of Riga City Council or a painting accepted in the building design. The colour passport may be marketed after matching the colouring of the facade and the shades of materials. The term of validity of the colour passport shall be 2 years. If the painting of the facade is planned as part of the restoration of the facade, the colour passport shall be included in the explanatory article.

Process description

  1. Service requests
    The service may be requested in person, by post and by electronic means.
    By requesting a service in person, the city development department of the city city city of Riga City Council, leaving the documents in a specially designed cabinet for them.
    When requesting a service electronically, the client shall submit a submission, which has been prepared in conformity with the regulatory enactments regarding the drawing up of electronic documents, certified with a secure electronic signature and time stamp.
    When requesting the service by mail, the customer shall submit a completed application with the documents attached thereto.
    The client shall develop documentation in conformity with the requirements of regulatory enactments and shall submit the documentation to the City Development Department of Riga City Council in two copies.
    Receipt of services documents required:
    Application “Color Passport” (Form No. Da_119_v3) with the necessary attachments:
    1. Copies of the documents certifying the right of ownership.
    2. Documents certifying the rights of use of the building/building, if the colour passport is not submitted by the owner of the building/building.
    3. Colour photofixation of building/building facade:
    3.1. roof covering;
    3.2. wall-finishing;
    3.3. ornamental elements;
    3.4. window frames, doors, shutters, gates, fences, railings;
    3.5. cap, cocolstan;
    3.6. metal structures, elements (RAL colour catalogue).
    4. Power if the colour passport is submitted by the authorised person.
    5. A co-ordination of the National Heritage Board, if it is planned to perform facade painting for a building that is included in the list of State protected cultural monuments, shall be located in the territory of the State protected cultural spies or in the protection zone.

  2. Receipt of services
    A harmonised colour passport can be obtained on site in the City Development Department of Riga City Council, Dzirnavu Street 140, Riga, presenting a personal identification document (authorised person - mandate) or electronically on the e-mail specified in the application of the service applicant (activated in the case of an official e-address account, the department will use the e-address primarily).

    Documents can be received on Tuesday from 9.00 to 13.00, on Thursdays from 13.00 to 17.00. In order to request receipt of documents, a previous record must be made by calling the Call Centre of the City Development Department of Riga City Council by telephone: 67105800.
