Determination of the objectives of the use of real estate for the purposes of cadastral valuation (Riga State city municipality)

The purpose of use shall be determined if: (a) a new unit of land or part of a unit of land is established; (b) the purpose of use has not been specified for the unit of land or part of the unit of land. The change of purpose of use is proposed: (a) where a unit of land or part of an adjacent unit of land is added to a unit of land with multiple uses; (b) a unit of land with a number of uses if a new unit of land is removed from it; (c) where a construction permit has been issued or a simplified renewal has been applied for, the implementation of which will change: .1 the main type of use of the building and will not comply with the intended use; Type of use of a group of rooms 2 in buildings the main use of which is “Two apartment houses”, “Three or more apartment houses”, “Hotel buildings”, “Office buildings” or “Wholesale and retail buildings” and will change the main use of the building (if, by changing the use of groups of premises, the main use of the building, the main mode of use does not change, no change in the purpose of use is proposed); (d) if a detailed plan has entered into force and the purpose of use of the unconstructed land unit does not conform to the intended (permitted) use specified in the detailed plan; (e) if, following the conclusion of the land lease agreement, the intended use objective specified above does not correspond to the land use specified in the lease agreement or the lease agreement clarifies the areas agreed for use and the lease contract is not in contradiction with the detailed plan or spatial plan, if the detailed plan is not necessary; (f) if, following changes to the spatial plan, the intended use of the building land specified in advance for a non-constructed land unit does not conform to the planned (permitted) use specified in the spatial plan; (g) if the previously legally specified purpose of use and the area of land that conforms to it does not comply with the requirements referred to in Chapter IV of these Regulations, including the physical characteristics of the land do not comply with the conditions of the building land; h) if an unconstructed unit of land for which the purpose of the use of building land has been determined cannot be utilised for building in conformity with regulatory enactments.
