Social support for the people of Ukraine / Соціальна підтримка для громадян України

In order to receive social assistance in the municipality of Riga State capital, one of the persons in the household of a Ukrainian civilian turns to E. Smilge Street 46 with an application signed by all the adults of the household (may in Latvian, Russian, English), in which he or she shall indicate:

• and the names and personal identity numbers of persons living in the same household;
• the declared or actual address of residence in Riga;
• telephone number and e-mail address, if any;
• The account number of the payment or postal payment system of the credit institution of the Republic of Latvia.

Ukrainian civilians have the same rights to social services and social assistance as provided for in the Law on Social services and Social assistance for Latvian citizens and non-citizens of Latvia, observing the following conditions:

• the social service office of the local government shall not perform evaluation of the material resources for the first three calendar months after the day of receipt of the first submission of the household of a Ukrainian civilian prior to taking a decision regarding the granting of the social assistance benefit;
• after the end of this term the social service office of the local government shall grant social assistance in accordance with the provisions of the Law on Social services and Social assistance, namely, take into account if the household of a Ukrainian civilian receives income from wages, remuneration or economic activity or from the social security system.

З метою отримання соціальної допомоги в Ризькому державному міському муніципалітеті особам, які перебувають в одному домогосподарстві необхідно звернутися до центру обслуговування клієнтів за адресою: вулиця Смільдя 46 із заявою, підписаною усіма особами домогосподарства, які досягли повноліття (може бути латвійською, російською, англійською мовами), із зазначенням:

1. свого імені та імен осіб, які проживають разом з ним в одному домогосподарстві та персональні ідентифікаційні коди, зареєстровані в Реєстрі фізичних осіб;
2. заявленої або фактична адреса місця проживання в Латвійській Республіці;
3. номеру телефону і адреса електронної пошти, якщо такі є;
4. номеру рахунку платіжної або поштової системи розрахунків кредитної установи Латвійської Республіки.

Українські цивільні особи мають ті ж права на соціальне обслуговування та соціальну допомогу, що визначені в Законі про соціальні послуги та соціальну допомогудля громадян Латвії та негромадян Латвії, при дотриманні наступних умов:

• муніципальна соціальна служба не здійснює оцінку матеріальних ресурсів до прийняття рішення про надання допомоги на соціальну допомогу протягом перших трьох календарних місяців після дати надходження першої заяви від домогосподарства цивільного населення України;
• після закінчення цього терміну муніципальна соціальна служба надає соціальну допомогу відповідно до Закону про соціальне обслуговування та соціальнудопомогу, тобто враховується, якщо домогосподарство цивільного жителя України отримує дохід від заробітної плати, винагороди або господарської діяльності або від системи соціального забезпечення.

• GMI allowance - EUR 137 for the first person and EUR 96 for each subsequent person in the household of a Ukrainian civilian per month;
• a one-off allowance in a crisis situation - EUR 272 for an adult and EUR 190 for each child;
• housing benefit – if a Ukrainian civilian has entered into a residential rental contract with a lessor or sub-tenant, if he or she has such rights.
• The State and local government shall provide another type of support to a Ukrainian civilian if the necessity thereof is determined in evaluating the individual needs of the person. This may include the benefits and services of voluntary initiatives of local governments in accordance with the provisions laid down in the binding regulations of the local government and without evaluation of the material situation, if any, as well as the allowance for payment of individual expenses in accordance with the provisions laid down in the binding regulations of the local government.

• Допомогу GMI - 137 євро для першої особи і 96 євро  на місяць за кожну наступну особу в домогосподарстві цивільного громадянина України;
• одноразова допомога в кризовій ситуації - 272 євро для дорослої людини і 190 євро на дитину;
• допомогу на житло — якщо український цивільний громадянин уклав договір оренди житла з орендодавцем або суборендарем, якщо він має такі права.
• Держава та місцеве самоврядування надаютьінші форми підтримки українському цивільному населенню, якщо при оцінці індивідуальних потреб людини встановлена потреба в ній.  Сюди можуть входити пільги і послуги муніципальних добровільних ініціатив відповідно до обов'язкових нормативних актів муніципалітету без оцінки матеріального становища, якщо вони передбачені, а також надбавка на оплату тих чи інших витрат відповідно до обов'язкових нормативних актів муніципалітету.

After three calendar months after receipt of the first submission of the household of a Ukrainian civilian in the social service office of the local government, social assistance shall be granted in accordance with the provisions laid down in the Law on Social services and Social assistance.

The exception is those Ukrainian civilians who arrived in Latvia in March and decided to grant social assistance for three months, i.e. until 31 May, also receive social assistance benefits in June without assessing the material situation.

For the months of July, August, September and from now on, social assistance may be granted by evaluating the material situation, using the data existing in the State and local government information systems and the documents specified in Paragraph 2 of Cabinet Regulation No. 809.

In order to receive the benefit, one of the household persons must apply to the Riga Social Service (E. Scilig Street 46) and submit the following documents:

1. a submission signed by the adult persons of the household;
2. a statement of the employer regarding the remuneration for the complete last three calendar months for each employee in the household;
3. a statement of income from economic activity [1] for the last three calendar months in full for each performer of economic activity in the household;
4. the accounts of all credit institutions or postal settlement systems of persons in the household for the last three calendar months in full;
5. documents certifying irregular income and payments received [2] for the 12 calendar month period prior to submission of the application;
6. documents for the calculation of housing benefit, which certify expenditure related to the use of the dwelling, as well as documents certifying the use of the dwelling (for example, a rental contract) shall be presented, if such documents are not at the disposal of the social service, if the person wishes housing benefit;
7. other documents, if it is necessary for taking a decision regarding granting of social assistance or determination of the status of a deprived or low-income household.

If a person of working age (from 15 years of age to 64 years and 3 months) has not found work and does not work, he or she shall apply to the State Employment Agency (hereinafter - sea) and fulfil the duties of the unemployed person, except the case when the person is:

1. with a disability, a recipient of an old-age pension or a recipient of a State social security benefit at the age necessary for the granting of a State old-age pension;
2. a woman during maternity leave, one of the parents of the child during the period of parental care or another person in the household who ensures the care, care, babysitting of a pre-school age child, if due to objective circumstances it cannot be ensured in another way;
3. one of the parents of a disabled child if the child does not receive adequate care services;
4. aged 15 years and older, who obtains an education in person in a primary, general secondary or vocational secondary education institution or is a full-time student in a higher education institution.

The submitter of the submission shall sign a declaration certifying the veracity of the information included therein.

Information regarding income from work remuneration, remuneration or economic activity or from the social security system in the previous three calendar months shall be included in the declaration.

Після закінчення трьох календарних місяців після дати надходження першої заяви домогосподарством цивільного громадянину України до муніципальної соціальної служби соціальна допомога надається відповідно до Закону про соціальні послуги та соціальні послуги та соціальну допомогу.

Для отримання допомоги одна особа  з домогосподарств повинна звернутися до Ризької соціальної служби по вул. Е. Смільгя буд. 46  і подати наступні документи:

1. заява з підписом осіб, які досягли повноліття та проживають в одному домогосподарстві ;
2. заява роботодавця про винагороду за повні останні три календарні місяці для кожного працівника в домашньому господарстві;
3.  довідку про доходи від господарської діяльності за повні останні три календарні місяці по кожній особі, яка здійснює господарську діяльність в домашньому господарстві;
4. виписку з рахунку кредитних організацій або рахунку поштової розрахункової системи всіх осіб у домогосподарстві за повні останні три календарні місяці;
5. документи, що підтверджують доходи нерегулярного характеру і виплати , отримані за період 12 календарних місяців до подання заяви;
6. документи для розрахунку житлової допомоги , що підтверджують витрати, пов'язані з використанням житла, а також пред'явлення документів, що підтверджують користування житловим приміщенням (наприклад, договір оренди), якщо таких документів немає в розпорядженні соціальне обслуговування,  якщо людина хоче отримати житлову допомогу  ;
7. інші документи, якщо це необхідно для прийняття рішення про надання соціальної допомоги або визначення статусу  малозабезпеченого домогосподарства.

Якщо особа працездатного віку (від 15 років до 64 років і 3 місяців) не знайшла роботу і не працює, зверніться до Державного агентства зайнятості (далі — «NVA») і виконайте обов'язки безробітного, за винятком випадків, коли людина:

1. з інвалідністю, одержувач пенсії по віку або одержувач державної допомоги соціального забезпечення у віці, необхідному для призначення державної пенсії за віком;
2. жінка під час декретної відпустки, один з батьків дитини в період догляду за дитиною або інша особа в домашньому господарстві, яка здійснює догляд, за дитиною дошкільного віку, якщо в силу об'єктивних обставин неможливо їх забезпечити будь-яким іншим способом;
3. один з батьків дитини-інваліда, якщо дитина не отримує відповідних послуг по догляду;
4. у віці 15 років, який здобуває освіту особисто в закладі початкової, загальної середньої або професійно-технічної середньої освіти або є студентом денної форми навчання у вищому навчальному закладі.

Заявник підписує декларацію, що підтверджує достовірність інформації, що міститься в ній. 

Декларація містить інформацію про доходи від винагороди, оплати праці або господарської діяльності або від системи соціального забезпечення за попередні три календарні місяці .

Ukrainian civilians, upon receipt of a statement regarding the crisis situation, have the right to support the most deprived persons (EAFVP) of the European support Fund within the framework of the operational programme of the State aid Fund. Is entitled to one of those certificates.

What can I get?

One person may receive:

• 2 food parcels;
• 1 parcel of sanitary and household goods;
• 2 additional baby food packs if the family has young children between 7 and 24 months of age;
• 1 package of additional hygiene items if you have young children under 2 in your family.
• In addition, families with primary and primary school-age children can receive a package of learning supplies.

Цивільне населення України, при отриманні довідки про кризову ситуацію, довідки про відповідність малозабезпеченим  домогосподарствам має право напідтримку в рамках програми Фонду європейської допомоги (EAFVP). Забезпечуэться право на отримання однієї з перерахованих вище довідок.

Що можна отримати?

Одна людина за три місяці може отримати:

• 2 пакети продуктів харчування;
• 1 упаковка гігієнічних і господарських товарів;
• 2 пакети додаткового дитячого харчування, якщо в сім'ї є маленькі діти віком від 7 до 24 місяців;
• 1 додатковий пакет гігієнічних засобів, якщо в сім'ї є маленькі діти до 2 років.

Крім того, сім'ї з дітьми шкільного і дошкільного віку можуть отримати пакет освітнього приладдя. 

The purpose of the Ukrainian civilian support Act is to provide support to Ukrainian civilians who leave Ukraine or who cannot return to Ukraine because of the armed conflict caused by the Russian Federation during the course of this armed conflict, as well as to provide general support to Ukrainian society. The statutory support is provided during the armed conflict.

Within the meaning of the law, they are Ukrainian citizens and members of their families, as well as persons who have obtained a permanent residence permit in Ukraine and cannot return to their country of nationality, stateless person status or international protection status, and members of their families.

Information regarding persons who have received temporary protection status in the Republic of Latvia shall be included in the Register of natural persons.

Метою «Закону про підтримку цивільного населення України» є надання підтримки українським цивільним особам, які виїхали з України або які не можуть повернутися в Україну через конфлікт з РФ та під час перебігу цього збройного конфлікту, а також надання загальної підтримки українському суспільству. Передбачена законом  підтримка надається під час збройного конфлікту.

За змістом закону це громадяни України та члени їх сімей, а також особи, які отримали посвідку на постійне проживання в Україні і не можуть повернутися в країну свого громадянства, особа без громадянства або статусу міжнародного захисту, а також членів їх сімей.

Відомості про осіб, які отримали статус тимчасового захисту в Латвійській Республіці, включаються до Реєстру фізичних осіб.
