Process description
Service requests
The service may be requested electronically in the Construction Information System (BIS).
Service requests documents required:
1. The submission “Explanatory Memorandum for the Construction, Renewal, Reformation, Deployment, Determination - Part I (design documentation)” has been completed;
2. a topographical plan, a building situation plan, an engineering network deployment scheme or a situation plan;
3. documents in accordance with technical or special rules;
4. an interpretative description of the planned construction plan;
5. graphic documents with a visual solution to the engineering structure (excluding demolition of civil engineering);
A drawing of the longitudinal profile 6, if it is planned to construct the transmission of the engineer net;
7. a position plan showing the position of the civil engineering structure on the ground and its external dimensions in a visually visible form (M 1:50; M 1:25 0; M 1:50 0; M 1:10 00);
8. the technical documentation of the finished construction product of the manufacturer, if the positioning of the engineering structure is planned;
9. the main design knots (in the case of the positioning of the flag mast or seasonal engineering);
10. detail according to the design contract (e.g. specification of construction products);
11. a mandate where the documents are submitted by the authorised person;
12. Other documents.A service charge
In accordance with the binding rules 01.12.2022of the Riga City Council No. RD-22-164-sn “On the local government fee for issuing a building permit and the local government fee for accepting the intention of building, making a note in an explanatory article”, the fee to accept the explanatory memorandum shall be paid:
1) for natural persons 1 decision - EUR 50;
2) for legal persons 1 decision - EUR 100.

The following shall be exempt from payment of the fee:
1) persons with Group I and Group II disabilities, low-income persons and repressed persons, if they perform construction projects and construction for their own needs (construction facilities - apartments, single-apartment or double-apartment residential houses, farm buildings, garages for individual use);
2) the recipients of the construction permit, if the construction has been financed in full for the resources of the local government budget; or
the construction of a social residential house is carried out in accordance with the decision of the local government;
3) electricity supply merchants who are licensed or comply with the regulations regarding the regulated types of public services, if the planned structure (the object of the construction intention) will be
the ownership or use of the energy supply merchant and will be directly used for the production or transmission of electricity;
4) State administrative bodies.Receipt of services
