The Chairman of the Riga City Council

The Chairman of the Riga City Council (hereinafter – the Mayor of Riga) is elected by the Riga City Council from among the councillors. The office of the Mayor of Riga is remunerated.
The Mayor of Riga:
• manages the work of the City Council and coordinates the examination of issues in the Board of the Council and in the Council’s committees;
• represents the Council in relations with the State and with other local governments;
• represents the Council in court without special authorisation;
• on behalf of the Council, issues powers of attorney, signs agreements and other legal documents, opens and closes accounts with banking institutions;
• chairs the Presidium of the Council and manages the work of the Finance Committee;
• issues binding instructions to the Council’s staff and executive bodies;
• recommends the examination of issues in the Council, in the Presidium and in the standing committees of the Council;
• prepares for examination at the Council’s meetings the documents submitted by the officials from the state institutions;
• is responsible for the enforcement of court judgements in which one of the parties is the Council;
• may recommend the dismissal from the position held by the local heads of state administrative institutions within the relevant administrative territory;
• performs other duties provided for in laws, the Republic of Latvia Cabinet of Ministers regulations, the Council’s regulations and the Statues of the Riga Municipality
